Our Background

The clinical and forensic staff of Forensic Mind Solutions, LLC (FMS) collectively possess over fifty years of direct experience delivering specialized human services to criminal justice-involved individuals and families involved in the child welfare system across Pennsylvania. The team’s professional history includes extensive provision of forensic psychological evaluations, risk assessments, sex offender treatment, protective and non-offending parenting treatment, violence prevention treatment and reentry focused interventions for county and state agencies such as Children & Youth Services (CYS), Adult and Juvenile Probation, State Parole, and the Department of Corrections (DOC).

 

The agency’s leadership includes licensed psychologists and credentialed treatment providers who have more than five decades of cumulative experience in forensic mental health practice, clinical supervision, and program administration. Supporting clinicians and evaluators have served within community mental health centers, forensic practices, and correctional service networks, contributing to interdisciplinary collaboration among parole, probation, and social service systems.

 

Each staff member holds advanced clinical licensure or certification in psychology, counseling, or a related behavioral health discipline. Their professional backgrounds demonstrate consistent engagement in trauma-informed, evidence-based, and gender responsive programming tailored to individuals under court or supervision mandates. Staff have provided specialized assessments (e.g., MCMI-IV, J-SOAP-II, Static-99R, PCL-R), polygraph-informed treatment planning, and supportive reentry services aimed at promoting accountability, relapse prevention, and reintegration success.

 

This depth of experience underscores FMS’s ability to deliver consistent, high-quality, and compliant services that meet the Sex Offender Assessment Board (SOAB), Pennsylvania DOC, and ATSA service standards with a strong emphasis on ensuring ethical and legal obligations are upheld.

Meet Our Staff

Over a decade in forensic & clinical settings. Performs court‐ordered psychological evaluations, expert testimony, forensic & community clinical work. Provided direct treatment services, performed evaluations, and provided expert testimony.

More than 24 years working with individuals who have crossed sexual boundaries in multiple roles (direct care, casework, therapy, management). Works with populations who have engaged in sexual or other criminal boundary crossing behavior; has developed programming for court‐involved individuals and families, provided direct treatment services, performed evaluations, and has provided expert testimony.

More than 13 years of forensic and clinical experiences in criminal, mental health, trauma, and developmental disability populations. Performs neuropsychological, comprehensive, competency, protective parenting, mental health evaluations, IDD, fire setting evaluations. Performs sex offender and violent offender intake. Expert testimony Consultation with courts, CYS, adult probation/parole, juvenile probation, and EMDR for complex trauma.

Angel L. Rivera, Jr. is a dedicated Mental Health Professional with more than two decades of experience supporting individuals, families, and communities through compassionate, evidence‑based care. With a Master’s degree in Human Services Counseling from Lincoln University, Angel has built a career grounded in integrity, cultural awareness, and a deep commitment to client well‑being.

 

Bilingual in Spanish and English, Angel is known for his ability to bridge communication between clinicians, families, and justice‑involved individuals. Across his 20+ years in the field, Angel has provided individual, family, and group therapy in outpatient, community, and forensic settings. 

 

His work includes extensive experience in cognitive‑behavioral therapy, solution‑focused interventions, motivational interviewing, crisis response, and treatment planning for diverse populations—from adolescents to adults with complex behavioral or developmental needs.

 

Angel’s professional background includes significant forensic counseling experience, where he delivered weekly therapy sessions, facilitated relapse‑prevention groups, and authored detailed court reports under Megan’s Law. 

 

In addition to his clinical work, Angel has served as a Behavior Support Specialist, conducting Functional Behavior Assessments (FBAs), developing ABC charts, and partnering with families, employers, and medical teams to promote independence for adults diagnosed with autism. He has also held leadership roles supervising staff, training families, and ensuring compliance with HIPAA and forensic documentation standards.
